The National Council of Sports (NCS) is planning to develop and promote all forms sports training, sports facilities and equipment, among others in the country as part of its effort to stimulate interest in sports, talent identification and development, planning of sports development policies and facilitation of the cooperation of all sports Associations in Uganda. NCS wishes to use PPP arrangement to realize this plan through identification a private sector partner to develop a World Class Sports Complex and affiliated infrastructure on its land located at Plot 2-10 Coronation Avenue measuring 8 acres.
NCS runs sports complex at Lugogo that includes the Tennis Courts, the Cricket Oval, the Indoor Stadium, Two restaurants, Office Facilities and a shopping area and only the indoor stadiums and restaurants are used to adequate capacity. The rest of the facilities are underutilized and underdeveloped despite the great potential capacity for revenue generation. The NCS is seeking to improve the access, quality and relevance of the sports development in Uganda through a partnership with a World Class development entity by re-developing the Lugogo Sports Complex and affiliated infrastructure of the NCS.
The following are the policy outcomes:
a) Provision of world class facilities to the young untapped talent in the country as part of country’s effort to breed the spirit of international competitiveness on the global scene
b) Generation of solar power to run the complex facilities and also sell the surplus to the national grid as part of government effort to develop cheaper energy alternative sources.
c) Strengthening NCS mandate of developing policies and facilitation of the cooperation of all sports associations in Uganda
d) Provision of free training facilities or national teams and government functions
e) Subsidized payments for federal tournaments
f) Subsidized facilities for Sports Academies
The expected out puts for the project are:
i) Standard swimming pool complex with a training pool and a children’s pool
ii) An international multipurpose soccer field with athletics track that can handle cricket and rugby
iii) Multipurpose offices for administration
iv) World class squash court
v) International standard tennis courts
vi) Multipurpose courts for basketball, handball, badminton and volleyball
vii) A fully equipped standard gymnasium
viii) A fully equipped indoor games and martial arts
ix) A sports café, shopping area, restaurants and Spa
x) Established children’s play area and parking areas.
NCS’ rationale for the project includes;
1. To respond to the overall goal of government to transform Uganda into a middle class county through the provision of quality sports facilities will be required and demanded by the population.
2. To develop young untapped talent in the country with world class facilities as part of country’s efforts to breed the spirit of intentional competitiveness on the global scene.
3. Currently Uganda does not have a major sports complex, thus most corporate and middle class citizens use major hotels within the city which are usually expensive but with limited services.
4. Sustainability of location of the proposed facilities – the project is located in the centre of a rich diplomatic and corporate city area of Nakawa that encircles the posh Kololo, Mbuya, Naguru, Ntinda, Bugolobi, and with easy access with current and proposed transport routes and means – northern and southern bypass, standard gauge railway terminals, etc.
5. NCS continues to receive demand for the identified sports facilities from the public, and believes that there is available market to consume the services of the complex.
